Since this is essentially a plain without buildings to cull what is behind them, the only option is to reduce DistanceFogEnd and cull in that manner. In general, make sure you have the Large Address Aware patch which sets the LAA flag for 32-bit executables to tell Windows to address more than 2GB of memory for the program, up to 4GB. In ut2004/ut2004-win64.ini, set this to ensure the game doesn't waste memory: [Engine.GameEngine] CacheSizeMegs=1

I think for $500 you would be better off with an x86 OpenWRT/Pfsense appliance computer and some access points for ~100/ea. It's not fully turn key but once you get it all working it's much more performant. I couldn't find any aqm/sqm settings on the Asus, which is the only way to combat bufferbloat...
