For the bKDoubleTickRate issue, I recall there are moveable books in various places. It might be them.

Like any good power-up, it's going to be in either a difficult spot or completely exposed spot. Because of that, flyers always take them, making it disproportionately benefit flyers, by a lot.

You can't always climb above it, and it still out ranges most weapons.

It's a KActor, and the default for bKDoubleTickRate is false, but for vehicles it's true. When they touch, you get the above log spamming.
