Can we run this mutator? It comes with UT2004.

It comes with UT2004. If you start a game with the GUI, under the mutator's section there is an option 'UT2003 style'.
I'll see if I can find which package it's in when I get home. It's probably the same package quad jump is in.

It's in the XGame package (same as QuadJump, InstaGib and a few others).
