The game server offloads (redirects) file serving to an HTTP server, which has all the compressed files. If a file isn't on the redirect, the game server sends the uncompressed file at extremely limited bandwidth to prevent saturating the link (bandwidth 20 years ago wasn't as plentiful, nowadays it can be done on the same machine, but still not ideal).
